Family Housing

Navy Specific Information

Detailed information regarding accompanied and unaccompanied Navy housing and lodging in Hawaii is available at Housing & Lodging.

Check in Procedures -- The Navy Housing Services Center (HSC) requires an appointment for the check-in process. You can make an appointment up to 30 days prior to arrival by calling 808-474-1820/1821. You must report to the Navy Housing Services Center within 72 hours in order to be eligible for arrival TLA; even if you have already purchased a home or plan on buying one, found a place to rent, or plan to live with family or friends. The Housing Services Center is located at the Navy Aloha Center, 4825 Bougainville Drive, Honolulu, HI 96818-3174, across from the Moanalua Navy Family Services Center. After your appointment with a JBPHH Housing Counselor, you will be referred to the PPV Partner,Hunt Companies, Inc. (HCI). The Housing Early Application Tool (HEAT), HEAT (Housing Early Application Tool) is available on the CNIC website and is an on-line tool to help facilitate submitting a request for housing information; follow instructions to start initial process.  

As in many areas, the demand for PPV quarters exceeds the number of available housing units. Current wait periods are available at www.cnic.navy.mil. Anticipate a wait for some neighborhoods. Some military families, depending on rank and bedroom requirement, find it necessary to live in the private market upon arrival and while waiting for an initial offer of housing, or a particular neighborhood they prefer.  

Pet Policy

Navy Specific Information

The limit is two dogs or cats per quarters, (i.e. 2 dogs or 2 cats or 1 dog and 1 cat).  Pit bulls and Rottweiler's are not permitted.  Detailed information is available at Ohana Military Communities website

Average Waiting Times

Navy Specific Information

Estimated Wait Times for Family Housing - Current Waiting Time lists reflect waiting periods for each housing area. Information is updated monthly. These projections are derived by considering how long the most recently offered waited for a home and then adjusting for expected future changes (i.e. if there is a future project that will decrease inventory or annual fluctuations such as PCS season highs and lows. There are 23 different Housing areas that are as far as 17 miles away from JBPHH main installation; all areas are within a routine 1-hour commuting distance.

Loaner Furniture

Navy Specific Information

While household goods are in transit, temporary loaner furniture is available for 90 days upon arrival and 60 days upon departure. Loaner furniture is available to families living in privatized housing as well as off- base in private rentals or owned property. Tunista Services on Hickam will provide one delivery and one pick up of loaner furniture. Advance notification of three working days is required for delivery and pick up. Air Force personnel, unaccompanied Navy personnel, and Navy families residing on Hickam will submit a work order for loaner furniture through Tunista Services. Accompanied Navy personnel not residing on Hickam will request loaner furniture from Housing Services Center (HSC), Navy Aloha Center, at 474-1820/1821. EFM Category IV and V

Navy Specific Information

EFMP Category IV and V are given priority for housing in accordance with their rank, family composition and attempt is made to meet any structural requirements as listed on the DD 2792, Part B Section 9, "Environmental/Architectural Considerations" of their EFMP package. Families are strongly encouraged to contact the HSC at earliest when learning of transfer to Hawaii in order to facilitate options. The family is placed at the top of the waiting list; however, below those already in the Freeze Zone which is top 10% of the list. If a family declines a home that meets their requirements as stated in EFMP documentation, they are placed on the waiting list in the same manner as their peers and can wait for an area of choice. Off Base Housing

It is important before arrival to know what the current status is for your rank/family size. Living in the community here is a lot more costly than in most places on the mainland U.S. Average rent is between $1,350 and $3,300 per month depending on location and size.

Rental Options

Navy Specific Information

Military members who prefer to live off-base compete with the civilian population for adequate rental housing in Oahu's high cost housing market. Much of rental housing on Oahu is multiplex construction because of limited land availability and the large number of residents.

Rentals are also generally small with fewer bedrooms and less living space than a service member might be accustomed to on the mainland. Arriving families therefore often find it difficult to find a home large enough to accommodate their shipment of household goods. We suggest service members consider using non-temporary storage prior to their departure from CONUS locations. Non-temporary storage at their CONUS location is authorized and should be used for excess furnishings and cold weather clothing.

Purchase Options

Navy Specific Information

Basic Allowance for Housing (BAH) is tax-free housing allowance that is provided to military members (with and without family members) who are authorized to reside off base at government expense. BAH amounts are determined by location, rank, and whether or not the member has family members.

The cost of purchasing a home in Hawaii is still high compared to other locations around the country. Opportunities to purchase or rent are available throughout the island. The types of housing available are as varied as the communities within the county and apartments are available throughout the private sector. The Military and Family Support Center offers a Home Buying Skills class quarterly; please refer to the MFSC Calendar for dates. 

Privatized Family Housing

Air Force Specific Information

Currently, there are 2,485 family housing units on Hickam Air Force Base, Joint Base Pearl Harbor Hickam. All family housing units are privatized and managed and maintained by Hickam Communities (HC). Prior to your arrival, please see Hickam Communities at www.hickamcommunities.com for information regards housing units; how to apply and to browse through their library of floor plans posted. Advanced housing applications are also located on this web page, to apply members should submit their advanced housing application on-line.

Knowing that housing is of great concern to you and your family, the Hickam Housing Management Office (the government entity) will make every effort to assist you. Prior to renting, leasing, purchasing or making arrangements for housing, all Air Force personnel are required to report to the Hickam Housing Management Office. You must report to housing within 72 hours after your arrival date, even if you do not intend to reside on base. Please call the Housing Management Office at 808-448-6887/0856 if there are any questions prior to your arrival. Please note that you must in-process with the Finance office prior to receiving any reimbursement for TLA.

Hickam Community Housing and the government Housing Management staff are co-located at 200 Kokomalei Street. Walk-in service is also provided, however, you may have to wait for assistance. For information on family housing availability and projected waiting times, please call HC at 808-423-7788 or call the Base Directory at: DSN 315-449-7110; and ask to be connected to the commercial number above.

Government Housing

Air Force Specific Information

Single Service Member Housing

Air Force Specific Information

Unaccompanied E-1s - E-4s, with less than three years of service, will be assigned to a base dormitory. Please notify your sponsor to reserve a room prior to your arrival to Hickam, Joint Base Pearl Harbor Hickam. You should be assigned a dorm room the day you arrive on Oahu. There are five dormitory buildings, supporting 28 squadrons. If you have any questions please call 808-448-2007.

Exceptional Family Member Housing

Air Force Specific Information

The Exceptional Family Member Program (EFMP) standard Operating Procedures will be implemented and may provide additional considerations for families enrolled in the EFMP program. Special considerations include family members who are wheelchair bound or have limited mobility and require single level housing. All units are central air and families are responsible for providing their own generators if they need back-up systems.

Off Base Housing

Air Force Specific Information

Finding a rental home/apartment or purchasing a home/apartment in Hawai'i can be a challenging experience. There are many resources to assist you in your search for the perfect home. Just give yourself enough time (and patience) because it is definitely a seller's market, as homes here are relatively more expensive (and smaller) than the average home you'd find on the mainland.

Your contact for any problems you may encounter (discrimination complaints, tenant/landlord disputes, or any questions/problems about off post housing) is the Housing Management Office (HMO). Staff is available to assist you on a person to person basis to make your move to this installation an easy and pleasant one. They can provide a list of rentals with corresponding locator maps and give you information regarding the area in which rentals are located.
