Navy Specific Information

Navy College Office Hawaii

Welcome to the Navy College Office (NCO) at Joint Base Pearl Harbor-Hickam, Hawaii (JBPHH). The NCO is a network of professional Education Services Specialists who counsel and advise Sailors and their family members on all matters relating to academic and vocational programs including tuition assistance for service members, ACT, SAT, DLPT, DLAB exam administrations and on-base and distance learning college classes. Sailors can reach their educational goals while on active duty through assistance offered by the NCO. Following are ways the NCO assists clients:

  • Analyze and define your education goals and capabilities 
  • Recommend and review results of KUDER (a career interest survey) 
  • Provide information on colleges and schools 
  • NCPACE (Navy College Program for Afloat College Education) for Sailors assigned to sea-duty type 2 or 4 deployable afloat commands
  • Provide information on financial aid 
  • Show how to earn college credits via credit-by-examination (CLEP, DSST) program
  • Review your Joint Services Transcript (formerly SMART), testing and college transcripts 
  • Help you map out an education plan based on your goals

Basic Skills, GED and ESL Classes

Adult education classes in basic skills are offered by the McKinley Community School for Adults (MCSA) at JBPHH and nearby at the school's main campus at Moanalua High School. MCSA offers non-credit courses at affordable prices to any person over the age of 18. For anyone wishing to prepare to take or retake the ASVAB, MCSA has a Basic Skills course. MCSA also offer English as a Second Language (ESL) classes and beginning word-processing/computer classes. For more information about their classes, call 808-837-8466.

CLEP and DSST Testing

College credit-by-examinations (CLEP or DSST) are administered by the National Test Center (NTC) at Joint Base Pearl Harbor-Hickam. Testing is free to active duty members and available to other military ID cardholders for a fee. Testing is offered Monday and Wednesday at the NTC at the Air Force Hickam Education Center and Tuesday at the NTC in the Navy College Office building, building 679 on the Pearl Harbor side of JBPHH. Walk-in or schedule an exam by calling 808-543-8053.

Navy Specific Information

College Classes are offered on the Pearl Harbor side of Joint Base Pearl Harbor-Hickam (JBPHH) Hawaii. Many colleges and universities in Hawaii offer degree options for Military service members stationed in Hawaii and their family members. These students can choose to attend a state public institution of higher learning, where active duty military and their family members are eligible for in-state tuition rates but whose courses are available at their college campus off-base or via distance learning/internet.

Or they may choose to attend a private educational institution such as one of the three private universities, Chaminade University of Honolulu, Hawaii Pacific University and Wayland Baptist University who offer evening and weekend classroom courses in the Navy College Office building, bldg. 679, on the Pearl Harbor side of JBPHH. Many of their courses may be taken via distance learning/internet as well. Below are these colleges' degree programs offered on Pearl Harbor:

The Force Development Flight-Education and Training Section located in Building 2060, Hangar 2 on Joint Base Pearl Harbor-Hickam, Hickam Air Force Base includes:

  • Base Training - Point of Contact for Career Development Course testing, and the Enlisted Training Program
  • Career Assistance Advisor -- Advisor for Airman Career Progression (New Location-Building 1851, 302 Moffet Street)
  • Contracted Colleges - MOU Colleges - Six colleges and One Adult Learning Center
  • Education Office - Information and referral source for college education
  • First Term Airman's Center (FTAC) - Required for all first term airman at their first duty location (New Location- Building 1851, 302 Moffet Street)
  • Military Testing - Administers testing for WAPS, AFOQT, AFCT, DLAB, DLPT and is Point of Contact for Foreign Language Pay Program (FLPP)

Overview of Education Services

Education information, advisement, and services are offered during regular duty hours to all active-duty personnel, ANG and Reserve personnel, dependents, retirees, federal employees, and their adult family members with military ID cards. Before beginning any course or degree program, you should first speak with an Air Force Education Advisor with the Education and Training Section in Hangar 2, Room 236-A. Our education advisors are available to assist with education programs and provide information on various Air Force and related programs such as:

  • Air Force Tuition Assistance
  • Community College of the Air Force (CCAF)
  • Air Force Commissioning Programs
  • Professional Military Education (PME)
  • Contracted College Base Programs CHANGE TO Memorandum of Understanding (MOU) College Base Programs
  • Testing for College Credit (CLEP, DSST, Excelsior) - These exams are done through the National Test Center (Operated by Hawaii Pacific University)

Air Force Specific Information

The Undergraduate MOU colleges include: Embry-Riddle Aeronautical University, Hawaii Pacific University, Honolulu Community College, and Wayland Baptist University. The graduate MOU colleges include: Central Michigan University, Embry-Riddle Aeronautical University, Hawaii Pacific University, University of Oklahoma, and Wayland Baptist University.

Adult Education Classes are offered at McKinley Community School for Adults (MCSA) at Joint Base Pearl Harbor-Hickam and nearby at the school's main campus at Moanalua High School. Testing is offered Mondays Walk-in 0730-1630 (Last Walk in must be seated by 1430) and Fridays Walk-ins 0730 - 10:00 a.m.; Appointments 10:00 a.m. - 12:30 p.m.; 12:30 p.m. - 3:00 p.m. is reserved for Part 2 Speech Exam.
